Decision Statement Published - 13 February 2025
Following the examination of the Harvington Neighbourhood Plan earlier on in the year, the Independent Examiner's recommended modifications have been agreed as detailed in the Decision Statement. A Referendum is not required due to the nature of the changes made to the Neighbourhood Plan. The final version of the Neighbourhood Plan Review is proposed to be adopted at a Council meeting on 26 February 2025.

Examination
The Examination of the Harvington Neighbourhood Plan Review commenced in October 2024 and has been conducted by Edward Cousins of Radcliffe Chambers. The final report from the Examiner was received on 27 January 2025 and is available below:
Submitted Neighbourhood Plan Review Consultation (Regulation 16) – 8 July to 19 August 2024

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Harvington Parish Council submitted its Neighbourhood Plan Review to Wychavon District Council on 10 June 2024. In accordance with Regulation 16, Wychavon District Council would like to invite comments from individuals and organisations on the submitted Harvington Neighbourhood Plan Review from 8 July to 19 August 2024
Harvington Parish Council undertook consultation on an earlier draft of their Neighbourhood Plan Review between March and April 2024. Comments made during this period helped inform changes made to the document now submitted to Wychavon District Council. The Neighbourhood Plan Review proposes changes to existing policies including; amending the Housing Mix policy to support First Homes, increased emphasis on local cycleway provision and general updates to the policy wording and supporting text following local and national changes in Planning Policy.
It is the responsibility of Wychavon District Council to collate all responses to the Regulation 16 consultation and pass them on to an independent examiner, who will assess them, and the Neighbourhood Plan documents to determine whether the Neighbourhood Plan Review meets the relevant legislation and should proceed to adoption.

Draft Neighbourhood Plan Review Consultation (Regulation 14) – 1 March to 16 April 2024
In accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012, Harvington Parish Council consulted on their draft Neighbourhood Plan Review from 1st March to 16th April 2024.

Harvington Neighbourhood Plan 'Made' (Adopted) - 18 September 2019
At its Council meeting on 18 September 2019, Wychavon District Council 'made' (adopted) the Harvington Neighbourhood Plan; it now forms part of the Development Plan for Wychavon District. The adopted Harvington Neighbourhood Plan and Decision Document can be viewed using the links below:

Successful Referendum - 25 July 2019
A Referendum on the Harvington Neighbourhood Plan was held on Thursday 25 July 2019. There was a 47% turnout, with 87% voting in favour of Wychavon using the Neighbourhood Plan for Harvington to help it decide planning applications in the Neighbourhood Area.

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Harvington Parish Council submitted its Neighbourhood Plan to Wychavon District Council on 11 October 2018. In accordance with Regulation 16, a six week public consultation was held from 9am Wednesday 24 October to 5pm Wednesday 5 December 2018 during which interested parties were invited to make comments on the Harvington Neighbourhood Plan.

Neighbourhood Area Application - Approved 17 March 2015
Wychavon District Council received an application for the designation of a Neighbourhood Area by Harvington Parish Council on Friday 12 December 2014. The six week consultation ran from Friday 9 January until Friday 20 February, and no objections were raised to the proposed neighbourhood area boundary. The Neighbourhood Area was subsequently approved by Executive Board on 17 March 2015.
