Governance Referendums

Under the Local Government Act 2000, people can petition the council to hold a referendum on whether the council should change to a different form of governance. For example, people may want us to move from a Leader and Cabinet model to a committee system.

We are required by law to publish the minimum number of signatures needed to support a valid petition requiring the council to hold such a referendum.

The minimum number, equal to 5 per cent of local government electors for the county of Worcestershire shown in the revised registers published at 15 February 2026, is 5233.

This is the minimum number of signatures needed to support any petitions to the council submitted between 1 April 2026 and before 31 March 2027.

A new number will be published in February 2027 and if the number is less than 5233 then the new number will apply from the date published.
