Electoral Register

The Register of Electors (also called the electoral register or electoral roll) contains the names and addresses of everyone registered to vote in Wychavon.

There are two versions of the electoral register:

1. The full register that's used for election purposes such as making sure only eligible people can vote, and for other limited purposes specified in law, such as detecting crime, calling people for jury service and checking credit applications.

You must be on the electoral register to be able to vote, and if you are not on it you may have difficulty getting certain types of credit such as mobile phone contracts.

2. The open register (sometimes called the edited register) is available to anyone who wants to buy a copy. For example, it is used by businesses and charities to confirm name and address details.

Opting out of the open register

You can choose to opt out of the open register during the registration process or by contacting us at This email address is being protected from spambots. Your name and address will be included in the open register unless you ask for them to be removed. Removing your details from the open register does not affect your right to vote.

Viewing the electoral register

The full register of electors is a public document. It can only be inspected under supervision at our office in Pershore. Only handwritten notes of its contents are allowed. By law, the details on the full register are not allowed to be used for direct marketing purposes.

You cannot search the register by elector name. It is published alphabetically in address order within polling districts. We can advise you which polling districts contain certain streets. 

The full register is supplied to political parties, elected representatives and election candidates, law enforcement agencies, credit reference agencies, and other statutory bodies. A full list of those entitled to the full register is available on the Electoral Commission.

Governance Referendums

In this section

Under the Local Government Act 2000, people can petition the council to hold a referendum on whether the council should change to a different form of governance. For example, people may want us to move from a Leader and Cabinet model to a committee system.

We are required by law to publish the minimum number of signatures needed to support a valid petition requiring the council to hold such a referendum.

The minimum number, equal to 5 per cent of local government electors for the county of Worcestershire shown in the revised registers published at 15 February 2026, is 5233.

This is the minimum number of signatures needed to support any petitions to the council submitted between 1 April 2026 and before 31 March 2027.

A new number will be published in February 2027 and if the number is less than 5233 then the new number will apply from the date published.

Community Governance Reviews

In this section

A Community Governance Review (CGR) is a formal process to look at how local communities are represented at parish or town council level. It’s a way for councils to make sure that governance arrangements - like parish boundaries, council size, or even whether a parish/town council exists - reflect the identity and interests of the community and are effective for local people.

  • What can a Community Governance Review do?

    A CGR can:

    • Create, merge, alter, or abolish parish councils
    • Change parish boundaries
    • Change the number of councillors
    • Change the name of a parish
    • Group parishes together under one council
  • Why have a review?

    Reviews are often done when communities grow, change, or when people feel local arrangements no longer suit their area. They help make sure governance is fair, effective, and reflects community identity.

  • Who can request a review?

    Wychavon, as the principal council in the area, can hold a CGR at any time.

    Residents can request a review by submitting a petition with enough signatures. The number depends on the size of the area:

    • 7.5% for areas with over 2,500 electors
    • 250 signatures for areas with 500 to 2,500 electors
    • 50% of electors for areas with fewer than 500 electors.
  • How does it work?

    • Any review will involve consultation with local residents and groups.
    • We will consider the feedback before making final recommendations.
    • Any changes are legally formalised and published.

Dodderhill Parish Council – Impney Ward

Wychavon District Council are conducting a CGR to review which Parish Council this area should be in. It is currently in Dodderhill Parish but the review will consider moving it to Droitwich Spa Town Council area. If you live in the area, your views are welcomed. Future Elections

On this page you will find information about upcoming elections. Some scheduled elections have been affected by Local Government Reorganisation (LGR).

Wychavon District Council elections 6 May 2027 (Cancelled)

The next scheduled elections to Wychavon District Council were due to take place on 6 May 2027. As Wychavon will be abolished on 1 April 2028 as part of LGR, it is expected these elections won’t take place.

The order formally cancelling these elections will be approved by Parliament later in 2026 or early 2027. They will be replaced by elections to the new South Worcestershire Council.

Parish and town council elections 6 May 2027

The next scheduled elections for parish and town councils will take place on 6 May 2027 as planned. They are not affected by LGR.

South Worcestershire Council election 6 May 2027

The first election for the new South Worcestershire Council will take place on 6 May 2027. Those elected will not take charge of running services immediately. Instead, they will form a Shadow Authority, making the key decisions needed to establish the new council ahead of it formally taking over responsibility for services on 1 April 2028.

Once the new council is created, the councillors elected in May 2027 will become members of South Worcestershire Council.

Between 6 May 2027 and 1 April 2028 all councillors currently elected to Wychavon will have their terms extended by 12 months to ensure residents are still properly represented.

More information about this election will be released nearer the time.

West Mercia Police and Crime Commissioner election May 2028 (cancelled)

The Government has confirmed the next election for West Mercia Police and Crime Commissioner, scheduled for May 2028, will not take place. This is due to the role being abolished.

Strategic responsibility for policing will be transferred to an elected mayor. In areas like ours that do not have an elected mayor, a Police and Crime Board will be set up. This area will be represented on that board by councillors from the new South Worcestershire Council.

UK General Election August 2030 (at the latest)

The date of the next UK General Election has not yet been announced.

Under current legislation, the next General Election must take place no later than August 2030, although the Prime Minister can request an earlier election.

Information for Parish and Town Clerks on Casual Vacancies

A casual vacancy occurs when a parish or town councillor vacates their seat between ordinary elections.

There are six main reasons why this might
happen:

  1. Resignation
  2. Death
  3. Non-attendance at meetings for over six months
  4. Becoming disqualified
  5. Not signing Declaration of Acceptance of Office
  6. Decision of an election court

What to do if you have a casual vacancy

We need to know the:

  • name of the councillor
  • ward the vacancy is in (only if your council is warded)
  • the reason for the vacancy.

We will then produce the Notice of Vacancy for you.

Notice of Vacancy

The Notice of Vacancy gives local electors an opportunity to request that an election is held to fill the vacancy.

The notice must be displayed on your Parish Noticeboard and website. It can also be advertised elsewhere as you see fit.

We will put it on our website and noticeboard too.

Requests for an election

Requests for an election must be made to our elections team (technically the “Proper Officer”). They must be signed by at least ten local electors. These requests can come individually or together. They must be from registered local electors within the Parish, or if the Parish is warded, from within the Parish Ward where the vacancy is.

We must receive requests within 14 working days of the date of the Notice of Vacancy.

We will let you know as soon as a valid request for an election has been received.

Co-option to a casual vacancy

If no request for an election is received, we will let you know that you can co-opt someone to the council.

Information for parish and town clerks on By-elections

If an election is called then the information below will be helpful to guide you on the process and your obligations.

Election date

If a by-election is called, our first task is to decide on a date. The law stipulates that it must be held within 60 working days of the date of the Notice of Vacancy.

The exact date is the decision of the Returning Officer alone. Normally, the date is a Thursday and as late as possible, to allow the necessary preparations.

Nomination Period

The next step is the period for candidates to come forward to stand. The instructions and dates for this are contained in the Notice of Election.

The nomination period is about a week long and has a strict end period, mandated by law (4pm, 19 working days before the election date).

Official Notices

There are a series of official notices that must be displayed on parish noticeboards, websites and anywhere else you see fit. These are all produced by the Electoral Services team and will be emailed to you for display. They are listed below:

  • Notice of Election – kicks everything off and contains nomination information as
    mentioned above
  • Statement of Persons Nominated – contains the results of the nomination period – i.e. a list of candidates. Must be published within a day of close of nominations.
  • Notice of Poll OR Notice of Uncontested Election: One of these will then be published, depending on whether there are sufficient candidates to need an
    actual election or not.
  • Notice of Situation of Polling Stations: will also be published in the event a poll is going ahead.
  • Finally, the official “Declaration of Result of Poll” will be produced with the outcome. Once this is published, the Parish can get in touch with the successful candidate to make arrangements to take up office.
  • Agents: Candidates cannot appoint an election agent for parish-level elections. However they
    can appoint polling, counting and postal vote agents if they wish. Forms for this will be
    sent direct to candidates – the deadline for appointments is five working days before the
    election.

The Count

The count is normally held the day after the election at 10am in the Committee Room at the Civic Centre, Pershore. Candidates can attend the count if they wish, with any count agents they have appointed, plus one guest.

Candidate Expenses

The Elections department must receive an expense return from every candidate within 28 days of the election EVEN for an Uncontested Election and EVEN when they have spent nothing.

This is the candidate’s responsibility of course, but they cannot sit or vote until this is done, once the 28 days is up.

Election Costs

Our policy is to recover the costs of running the election from the Parish/Town Council. This is done by invoicing for direct costs and levying a set fee per elector
for indirect costs.

Please note, Poll cards are optional for parish elections. The decision about whether to send them is entirely that of the parish or town council but we can provide indicative costs.
